Since 1996 the Irish economy has undergone a period of sustained economic growth during which the Greater Blanchardstown Area (GBA), located just 10km from Dublin City Centre, has experienced very strong population growth. This has led to an increased demand for consumer goods and services. It currently serves as both a major regional retail destination and primary local retail centre.

It is in this context that this study is being prepared on behalf of Green Property Limited, as the major property stakeholder within the BTC; and sets out a vision and physical framework within which the lands can develop and improve. It also takes into account the statutory guidance set out in the Fingal County Development Plan 2005-2011, which sets out the context for a wider Masterplan of the Blanchardstown Area.

The principal objective of this Framework Plan is the creation of a vibrant sustainable cosmopolitan centre for the GBA where the whole community can enjoy an international standard of retail provision, housing, employment, services and amenities within an exciting and accessible urban environment.

The existing Shopping Centre can become the identifiable heart of the Greater Blanchardstown Area. However, to achieve this, major improvements must be made to the quality and character of the public realm and to promote a significant shift away from a car dominated environment. Greater emphasis is needed on creating a sense of place and a more attractive pedestrian environment.

The vision is a distinctive centre, which is clearly legible, easy and safe to walk around with highly aspirational buildings and attractive spaces. A structured approach and good design guide will help create a clear and distinct sense of place which promotes local identity and pride.
